PRAYERS

The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of Okanagan -- Coquihalla, in the Province of British Columbia, by reason of the resignation of Mr. Hart, and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on July 19, 2000, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.


The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of Kings -- Hants, in the Province of Nova Scotia, by reason of the resignation of Mr. Brison, and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on July 24, 2000, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

BOARD OF INTERNAL ECONOMY

The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 32, Statutes of Canada, 1997, Mr. Reynolds (West Vancouver -- Sunshine Coast) has been appointed a member of the Board of Internal Economy to replace Mr. Hill (Prince George -- Peace River).

NOTICE OF MOTION

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the committee stage of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts.

APPLICATIONS FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. MacKay (Pictou -- Antigonish -- Guysborough) and Mr. Gauthier (Roberval) asked for leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, organized crime.

The Speaker decided that the matter was proper to be discussed and, pursuant to Standing Order 52(9), directed that it be considered later this day.

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order, the debate pursuant to Standing Order 52 commence at 6:30 p.m. this evening and proceedings pursuant to Standing Order 38 be suspended;
