Meeting No. 29

Wednesday, May 10, 2000

The Standing Committee on Natural Resources and Government Operations met at 3:46 p.m. this day, in Room 362, East Block, the Chair, Joseph Volpe, presiding.

Members of the Committee present: Réginald Bélair, Julian Reed, Brent St. Denis and Joseph Volpe.

Acting Members present: Dale Johnston for David Chatters; Monique Guay for Guy St-Julien.

Associate Member present: Pat Martin.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Grant Purves, Researach Officer.

Witnesses: From the Public Service Alliance of Canada: Nycole Turmel, President; Louise Hall, Coordinator, Program Section; Denis St-Jean, Agent, Health & Security, Program Section. From the Canadian Union of Postal Workers: Jeff Bennie, National Representative. From the Canadian Auto Workers Union: Cathy Walker, Director. From the Federally Regulated Employers - Transportations and Communications (FETCO): Don V. Brazier, Executive Director; Normand Côté, Senior Manager, Employee/Industrial Relations, Bank of Montreal; Harry Phillips, Director, Safety & Environment, Canadian Broadcasting Corporation. From the "Université du Québec à Montréal": Me Katherine Lippel, Professor.

Pursuant to its Order of Reference of Friday, March 24, 2000, the Committee resumed consideration of Bill C-12, An Act to amend the Canada Labour Code (Part II) in respect of occupational health and safety, to make technical amendments to the Canada Labour Code (Part I) and to make consequential amendments to other Acts (See Minutes of Proceedings, Tuesday, May 9, 2000, Meeting No. 28).

Nycole Turmel from the Public Service Alliance of Canada, Cathy Walker from the Canadian Auto Workers Union, Don Brazier and Harry Phillips from the Federally Regulated Employers - Transportations and Communications (FETCO), Anthony Pizzino from the Canadian Union of Public Employees, Jeff Bennie from the Canadian Union of Postal Workers and Professor Katherine Lippel from the "Université du Québec à Montréal" each made an opening statement and, with the other witnesses, answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
