MINUTES OF PROCEEDINGS

Meeting No. 2

Tuesday, November 2, 1999

The Standing Committee on Natural Resources and Government Operations met in camera at 11:06 a.m. this day, in Room 269, West Block, the Chair, Joseph Volpe, presiding.

Members of the Committee present: Réginald Bélair, Gilles Bernier, Serge Cardin, David Chatters, Ghislain Lebel, Carolyn Parrish, Carmen Provenzano, Julian Reed, Werner Schmidt, Guy St-Julien, Brent St. Denis, Tony Valeri, Joseph Volpe.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Jack Stilborn, Research Officers.

The Committee resumed consideration of organizational matters.

It was agreed, -- That witnesses be given 10 minutes for their opening statements and that during the questioning of witnesses, time be allocated to all parties, in proportion to their representation in the House, at the discretion of the Chair.

It was agreed, -- That a notice of 48 hours be required before any substantive motion may be presented to the Committee.

It was agreed, -- That the Clerk of the Committee be authorized to distribute, at the discretion of the Chair, in their original language, documents received from the public and that the Clerk ensure that such documents are translated and distributed as promptly as possible.

The Committee considered future business.

At 12:08 p.m., the Committee adjourned to the call of the Chair.
