MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, November 16, 1999

The Standing Committee on Justice and Human Rights met at 11:05 a.m. this day, in Room 308, West Block, the Chair, Paul DeVillers, presiding.

Members of the Committee present: Reg Alcock, Michel Bellehumeur, Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay, Jacques Saada and The Hon. Andy Scott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Offices of the Information and Privacy Commissioner of Canada: John M. Reid, Commissioner, Office of the Information Commissioner; Alan Leadbeater, Deputy Commissioner; Dan Dupuis, Director General, Investigations and Reviews; Daniel Brunet, General Counsel.

Pursuant to Standing Order 108(2), study of the 1998-1999 Annual Report of the Information Commissioner of Canada.

The Chair submitted his resignation.

Pursuant to Standing Order 106(2), the Clerk presided over the election of a Chair.

Peter MacKay moved, -- That John McKay take the Chair of this committee.

The question was put on the motion and it was, negatived on division.

Reg Alcock moved, -- That the Hon. Andy Scott take the Chair of this committee.

The question was put on the motion and it was, agreed to on division.

The Hon. Andy Scott took the Chair.

John M. Reid made an opening statement and with other witnesses answered questions.

On motion of John Maloney, it was agreed, -- That Yvan Grose be elected Vice-Chair of the committee.

At 12:19 p.m., the Committee adjourned to the call of the Chair.
