Meeting No. 16

Wednesday, February 16, 2000

The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 209, West Block, the Vice-Chair, Yvan Grose, presiding.

Members of the Committee present: Carolyn Bennett, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay and Jacques Saada.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witness: As Individual: Nicholas Bala, Assistant Dean, Faculty of Law, Queen's University, Kingston.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

The witness made an opening statement and answered questions.

At 4:08 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
