MINUTES OF PROCEEDINGS

Meeting No. 17

Tuesday, April 4, 2000

The Standing Committee on Health met at 4:10 p.m. this day, in Room 701, La Promenade Building, the Chair, Lynn Myers, presiding.

Members of the Committee present: Yvon Charbonneau, Reed Elley, Réal Ménard, Lynn Myers, Marcel Proulx, Karen Redman, Paul Szabo, Judy Wasylycia-Leis.

Acting Members present: Ian Murray for Ovid Jackson; John Maloney for Bill Matthews.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Tim Williams, Research Officers.

The Committee proceeded to consideration of future business.

On motion of Reed Elley, it was agreed, -- That, the committee hold meetings to consider and report on the 2000-01 Main Estimates for the Department of Health;

That the committee invite the Minister and senior officials to appear before the Standing Committee on Health on the following dates:

April 11, 2000; or

May 10, 2000; or

May 17, 2000-04-05 but no later than May 31, 2000;

That the Minister provide information relating ot the future expenditure plans and priorities of the Department, especially those related to grants and contributions; and

That pursuant to Standing Order 81(7) and 81(8), the Committee consider and report recommendations on the future expenditure plans and priorities of the Department no later than June 3, 2000.

Reed Elley moved, -- That, pursuant to Standing Order 108(2), the committee study and report back to the House by June 15, 2000 on the state of health care in Canada and that the Federal and Provincial Ministers of Health be invited to appear.

The question being put on the motion, it was negatived by a show of hands:

YEAS: 3;

NAYS: 6.

On motion of Judy Wasylycia-Leis, it was agreed, -- That the Auditor General and officials from Health Canada be requested to appear before the Committee on the November 1999 report of the Auditor General entitled "Federal Support of Health Care Delivery", Chapter 29.

Yvon Charbonneau moved, -- That the Committee undertake a study of mental health in Canada in accordance with the terms of reference suggested in a letter from the Minister of Health, dated February 21, 2000.

After debate, the question being put on the motion, it was agreed to by a show of hands:

YEAS: 6;

NAYS: 3.

At 5:10 p.m., the Committee adjourned to the call of the Chair.
