MINUTES OF PROCEEDINGS

Meeting No. 46

Tuesday, April 11, 2000

The Standing Committee on Fisheries and Oceans met in a televised session at 3:35 o'clock p.m. this day, in Room 253-D, Centre Block, the Chair, Wayne Easter, presiding.

Members of the Committee present: Yvan Bernier, John Cummins, Wayne Easter, Bill Gilmour, Nancy Karetak-Lindell, Gerald Keddy, Bill Matthews, Lawrence O'Brien, Marcel Proulx, Carmen Provenzano, Paul Steckle, Peter Stoffer.

Other Member present: Mark Muise.

In attendance: From the Library of Parliament: Alan Nixon, Researcher.

Appearing: From the Department of Fisheries and Oceans Canada: Herb Dhaliwal, Minister.

Witnesses: From the Department of Fisheries and Oceans: Jack Stagg, Associate Deputy Minister; Patrick Chamut, Assistant Deputy Minister, Fisheries Management.

Pursuant to Standing Order 108(2), study on the implications of the September 17th, 1999 Supreme Court decision on R. v. Marshall on the Management of fisheries in the Atlantic Region.

The Minister made an opening statement and with the other witnesses answered questions.

The Chairman presented the Third Report of the Sub-Committee on Agenda and Procedure, which reads as follows:

It was agreed, - That the Committee hear the following witnesses on the Oceans Act the week of May 15, 2000:

St. Lawrence Economic Development Council (SODES)

Chamber of Maritime Commerce

Shipping Federation of Canada

Save Our Seas and Shores Coalition

It was agreed, - That the Committee hear the following witnesses on the Marshall Decision, by videoconference, the week of April 10, 2000:

Atlantic Fishing Industry Council

Mr. Sterling Belliveau

Association des crabiers gaspésiens inc.

It was agreed, - That the dates for the East Coast trip be changed to May 28 to June 8, 2000.

It was agreed, - That the witnesses on the oceans Act be heard the week of May 1, 2000.

It was agreed, - That the Third Report of the Sub-Committee on Agenda and Procedure be adopted.

On motion of Paul Steckle it was agreed, - That the Chair be authorized to table the Committee's decision to travel to Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador and P.E.I. as their Fourth Report to the House.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
