Meeting No. 3

Tuesday, October 26, 1999

The Standing Committee on Fisheries and Oceans met at 9:05 a.m. this day, in Room 536, Wellington Building, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Yvan Bernier, John Cummins, John Duncan, Wayne Easter, Bill Gilmour, Nancy Karetak-Lindell, Bill Matthews, Lawrence O'Brien, Charlie Power, Carmen Provenzano, Lou Sekora, Peter Stoffer.

Other Member present: Mark Muise.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

Witness(es): From the Department of Fisheries and Oceans Canada: Wayne Wouters, Deputy Minister; Patrick Chamut, Assistant Deputy Minister, Fisheries Management. From the Department of Justice: Clare Beckton, Assistant Deputy Attorney General, Aboriginal Affairs Portfolio.

Pursuant to Standing Order 108(2), briefing on the implications of the September 17th, 1999 Supreme Court decision on R.v. Marshall on the Management of fisheries in the Atlantic Region.

The witnesses made statements and answered questions.

Om motion of Lawrence O'Brien it was agreed, - That the Standing Committee on Fisheries and Oceans be permitted to televise its meetings from October 28th, 1999 to December 17, 1999 concerning the implication of the September 17, 1999 Supreme Court decision on R.v.Marshall on the Management of fisheries in the Atlantic Region.

On motion of Carmen Provenzano, it was agreed, - That the Chair seek funds of $123,018.00 for the travel of the Standing Committee on Fisheries and Oceans the week of November 21 to the 28th,1999 for its study on the implications of the September 17, 1999 Supreme Court decision on R.v. Marshall on the Management of Fisheries in the Atlantic Region.

On motion of Bill Matthews it was agreed, - That the Members of the Standing Committee on Fisheries and Oceans and the necessary staff (10) be authorized to travel to Prince Edward Island, Halifax, Moncton and Gaspé, from November 21 to November 28 1999 to continue its study on the implication of the September 17, 1999 Supreme Court decision on R.v. Marshall on the Management of Fisheries in the Atlantic Region.

At 11:22 a.m., the Committee adjourned to the call of the Chair.
