Tuesday, April 11, 2000

The Standing Committee on Finance met at 11:12 a.m. this day, in Room 536, Wellington Building, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Roy Cullen, Roger Gallaway, Sophia Leung, Yvan Loubier, Gary Pillitteri, Karen Redman and Paul Szabo.

Acting Member present: Jim Abbott for Richard Harris.

In attendance: From the Library of Parliament: Jean Soucy and Geoffrey Kieley, Researchers; Marion Wrobel, Senior Analyst.

Witnesses: From the Credit Union Central of Canada: Brian Topp, Vice-President, Government Affairs; Rob Martin, Government Affairs & Policy Advisor. From the Certified General Accountants' Association of Canada: Everett Colby, CFE, North American Forensics Accountants, Owner, Colby & Associates; N. Dawn McGeachy, Manager, Public Sector; Mark Boudreau, Vice-President, Public and Government Relations. From the Canadian Life and Health Insurance Association Inc.: Frank Zinatelli, Associate General Counsel; David McKee, Associate General Counsel, Clarica Life Insurance. From the Public Interest Advocacy Centre: Philippa Lawson, Counsel.

The Committee resumed consideration of Bill C-22, An Act to facilitate combating the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence (See Minutes of Proceedings, Tuesday, April 11, 2000 , Meeting No. 46).

The Committee resumed consideration of Clause 1.

Brian Topp, Mark Boudreau, Everett Colby, Frank Zinatelli, David McKee and Philippa Lawson made statements and answered questions.

At 12:30 p.m., the Committee adjourned to the call of the Chair.
