MINUTES OF PROCEEDINGS

Meeting No. 58

Thursday, October 5, 2000

The Standing Committee on Foreign Affairs and International Trade met at 9:04 a.m. this day, in Room 701, La Promenade Building.

Member(s) of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, Francine Lalonde, Diane Marleau, Fred Mifflin, Pat O'Brien, Deepak Obhrai, Denis Paradis, Bernard Patry, Svend Robinson, Monte Solberg.

Acting Member(s) present: Irwin Cotler for Ted McWhinney; Roy Bailey for Gurmant Grewal.

In attendance: From the Library of Parliament: James Lee; John Wright.

Pursuant to Standing Orders 106(1) and 106(2), Election of Chair and Vice-Chairs

The Clerk presided over the election of the Chair.

On motion of Pat O’Brien, seconded by the Hon. Fred Mifflin, it was agreed, -- That Bill Graham do take the Chair as Chairman of this Committee.

Accordingly, Bill Graham was declared duly elected Chair of the Committee and took the Chair.

On motion of Monte Solberg, it was agreed, -- That Deepak Obhrai be elected Vice-Chair of the Committee.

On motion of Pat O’Brien, it was agreed, -- That Colleen Beaumier be elected Vice-Chair of the Committee.

On motion of the Honourable Diane Marleau, it was agreed, -- That Ian Murray, in absentia, assume the Chair of the Sub-Committee on International Trade, Trade Disputes and Investment established pursuant to Standing Order 108(1) and 108(2) and to an order of the Committee of October 21, 1999.

It was agreed - That the Committee meet jointly with the Standing Committee on Agriculture in honour of World Food Day on Tuesday, October 17, 2000.

It was agreed - That the Parliamentary Secretary to the Minister of Foreign Affairs and International Trade enquire about the status of a ministerial response to the Committee’s Fifth Report on Iraq in order to encourage a timely response.

At 9:20 a.m., the Committee adjourned to the call of the Chair.
