Tuesday, May 30, 2000
The Standing Committee on Foreign Affairs and International Trade met at 3:35 p.m. this day, in Room 705, La Promenade Building, the Chair, Bill Graham, presiding.
Members of the Committee present: Jean Augustine, Colleen Beaumier, Bill Graham, Francine Lalonde, Deepak Obhrai, Denis Paradis, Bernard Patry, Bob Speller.
Acting Members present: Rob Anders for Gurmant Grewal; Daniel Turp for Maud Debien; Pauline Picard for Yves Rocheleau.

Witnesses: From the Ukrainian Canadian Congress: Eugene Czolij, President; Peter K. Doody, Legal Counsel. From the Women's Caucus on Gender Justice: Barbara Bedont, Legal Text Coordinator. From the Canadian Jewish Congress: Ed Morgan, Honorary Legal Counsel; Eric Vernon, Director of Government Relations. From the Real Women of Canada: C. Deepak Obhrai moved - That the Foreign Affairs and International Trade Committee call an emergency meeting to examine the crisis in Fiji and make recommendations to the Government for an appropriate response.
After debate thereon, the question being put on the motion, it was agreed to.
It was agreed - That, notwithstanding the decision taken on October 21, 1999, the Sub-committee on International Trade, Trade Disputes and Investment be permitted to meet more than once a week in order to consider a draft report.
The Committee proceeded to consider the draft report of the Sub-Committee on Agenda and Procedure.
It was agreed - that the Committee not proceed to clause-by-clause consideration of Bill C-19 on Wednesday, May, 31, 2000, but that the Chair convene an in camera meeting of the Committee with officials for the consideration of suggestions made by witnesses during hearing on C-19 and that clause-by-clause consideration begin on Thursday, June 1, 2000.
Pursuant to its Order of Reference of Monday, May 8, 2000, the Committee resumed consideration of Bill C-19, An Act respecting genocide, crimes against humanity and war crimes and to implement the Rome Statute of the International Criminal Court, and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, May 11, 2000 , Meeting No. 45).
Eugene Czolij, Barbara Bedont, Ed Morgan, C. Gwendolyn Landolt and Kenneth Narvey each made an opening statement and, with Peter K. Doody, answered questions.
At 5:20 p.m., the Committee adjourned to the call of the Chair.
