The Standing Committee on Foreign Affairs and International Trade met at 3:40 p.m. this day, in Room 705, La Promenade Building, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Maud Debien, Bill Graham, Gurmant Grewal, Francine Lalonde, Deepak Obhrai, Denis Paradis, Bernard Patry, Svend Robinson.

Acting Member present: Irwin Cotler for Ted McWhinney

From the Parliamentary Research Branch of the Library of Parliament: James Lee; Gerald Schmitz, Research Officers.

Appearing: From the Department of Foreign Affairs and International Trade: Lloyd Axworthy, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Kathryn McCallion, Assistant Deputy Minister, Corporate Services, Passport and Consular Affairs; Paul Heinbecker, Assistant Deputy Minister, Global and Security Policy.

Pursuant to Standing Order 81(6), and the Order of the House of February 29, 2000, the Committee examined the Main Estimates 2000-2001: Votes 1, 5, 10, 15, 20, 25, L30, L35, 40, 45, 50 and 55 under Foreign Affairs.

Minister Lloyd Axworthy made an opening statement and, with Kathryn McCallion and Paul Heinbecker, answered questions.

At 5:17 p.m., the Committee adjourned to the call of the Chair.
