Meeting No. 47

Thursday, September 21, 2000

The Standing Committee on Environment and Sustainable Development met in camera at 9:12 a.m. this day, in Room 237-C, Centre Block, the Chair, Charles L. Caccia, presiding.

Members of the Committee present: Charles L. Caccia, Marlene Catterall, Jocelyne Girard-Bujold, Dennis Gruending, John Herron, Rahim Jaffer, Karen Kraft Sloan, David Pratt and Julian Reed.

Acting Members present: Clifford Lincoln for Aileen Carroll, Leon Benoit for David Chatters, Pierre Brien for Jean-Guy Chrétien, Gar Knutson for Nick Discepola, Jim Gouk for Gurmant Grewal, David Price for Joe Jordan, John O'Reilly for Julian Reed and Karen Redman for Paddy Torsney.

In attendance: From the Library of Parliament: Kristen Douglas and Christine Labelle, Research Officers.

The Committee discussed its future business.

It was agreed, - That a list of witnesses for Committee consideration of issues pertaining to the protection of Wildlife species at risk in Canada with respect to Bill C-33, an Act respecting the protection of wildlife species at risk in Canada, be adopted.

It was agreed, That the Committee retain Mr. H. Ian Rounthwaite, Professor of Law, University of Calgary, as legal adviser to the Committee for clause by clause study of Bill C-33, an Act Respecting the Protection of Wildlife Species at Risk in Canada, at $599.00 per day for up to 20 days during a specified period between 16 October, 2000, and 8 December, 2000, and that the necessary travel and accommodation, including two non-working weekends, be provided in conformity with House of Commons Financial Administration Guidelines.

At 10:27 a.m., by unanimous consent, the Committee proceeded to sit in public.

Jocelyne Girard-Bujold moved, - That the Standing Committee on Environment and Sustainable Development hold a public meeting, with witnesses, before September 29, 2000, regarding the major landfill project at the Adams mine in the Temiscamingue area of Ontario.

Debate arose.

By unanimous consent debate was adjourned.

By unanimous consent, Marlene Catterall moved - That the Committee urge the Minister of the Environment to consider carrying out a full environmental assessment into the Adams Mine landfall proposal.

After debate, the question was put on the motion and it was agreed to.

By unanimous consent the Committee resumed consideration of the motion of Jocelyne Girard-Bujold, - That the Standing Committee on Environment and Sustainable Development hold a public meeting, with witnesses, before September 29, 2000, regarding the major landfill project at the Adams mine in the Temiscamingue area of Ontario.

After debate the question was put on the motion and it was agreed to on the following division:
