Thursday, November 4, 1999

The Standing Committee on Agriculture and Agri-Food met at 9:07 a.m., this day, in Room 269, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Mark Assad, Rick Borotsik, Odina Desrochers, John Harvard, Howard Hilstrom, Gar Knutson, Larry McCormick, Joe McGuire, Dick Proctor, Gerry Ritz, Rose-Marie Ur.

In attendance: From the Parliamentary Research Branch-Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Witnesses: From the Department of Agriculture and Agri-Food Canada: Douglas D. Hedley, Senior Executive Director, Policy Branch; Tom Richardson, Director General, Farm Income Policy & Programs Directorate, Policy Branch; James Wheelhouse, Director General, Economic and Policy Analysis Directorate, Policy Branch; Lambert Gauthier, Acting Director, Economic and Industry Analysis Division, Economic and Policy Analysis Directorate, Policy Branch. From the Canadian Federation of Agriculture: Robert Friesen, President; Sally Rutherford, Executive Director; Benoît Basillais, Policy Analyst.

Pursuant to Standing Order 108(2), and its Order of Reference dated Thursday, October 28, 1999 (See Minutes of Proceedings, Meeting No. 3), the Committee commenced the study of the effectiveness of long-term safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry.

Douglas D. Hedley, Robert Friesen made opening statements and, with other witnesses, answered questions.

At 11:01 a.m., the Committee adjourned to the call of the Chair.
