The Clerk of the Committee: Honourable members, I see a quorum.

In conformity with Standing Orders 106(1) and 106(2), the first item of business is to elect a chair. I am ready to receive motions to that effect.

Honourable members, we have a quorum. In accordance with Standing Orders 106(1) and 106(2), our first item of business is the election of a chair. I am ready to entertain motions to that effect.

Mr. Murray Calder (Dufferin—Peel—Wellington—Grey, Lib.): Madam Clerk, I move that John Harvard do take the chair of this committee.

The Clerk: It is moved by Mr. Calder that Mr. John Harvard take the chair of this committee. Is it the pleasure of the committee to adopt the said motion?

Mr. Calder moves that Mr. Harvard do take the chair of the committee. Is it the pleasure of the committee to adopt the motion?

The Clerk: I declare Mr. Harvard duly elected as chair of the committee and I invite him to take the chair.

The Chair (Mr. John Harvard (Charleswood St. James—Assiniboia, Lib.)): Thank you very much. I appreciate your support.

We have only two more items of business for this meeting, and those are the elections of the vice-chairs. I invite nominations for the government vice-chair, and I recognize Rose-Marie Ur.

Mrs. Rose-Marie Ur (Lambton—Kent—Middlesex, Lib.): Thank you, Mr. Chair. It is with great pleasure that I would like to put forth the name of Murray Calder as vice-chair of the agriculture committee.

The Chair: Are there any further nominations? If not, I will ask for the vote.

The Chair: I will now invite nominations for the vice-chair from the side of the official opposition. I recognize Mr. Casson.

Mr. Rick Casson (Lethbridge, Canadian Alliance): Mr. Chairman, I would like to nominate Howard Hilstrom, in absentia, as the vice-chair from the opposition side.

The Chair: Are there any further nominations?

If not, all those in favour of Mr. Hilstrom as vice-chair of this committee?

(Motion agreed to)

The Chair: Under the rules, ladies and gentlemen, there is no further work that can be done at this meeting, so I would invite a motion of adjournment.

Yes, Mr. Casson.

Mr. Rick Casson: We have sent a request to the clerk to hold a meeting to deal with the grain transportation issue in western Canada. We'd like to pursue that issue if we can in the very near future. It looks like days are going to be limited as to how long this session of Parliament will last and it would certainly be nice to get something done before that happens.

The Chair: The period of notice will have to be observed, but I've taken note of your representation and it'll happen.

Mr. Garry Breitkreuz (Yorkton—Melville, Canadian Alliance): Can I just make a comment, Mr. Chair?

I probably need to explain a little about what's happening in western Canada—

The Chair: Just hold it. According to the rules we can't carry on the business of the meeting you're suggesting.

Mr. Garry Breitkreuz: Okay, let me go backwards.

With unanimous consent I was going to explain to the committee—

The Chair: No, we can't even do it with unanimous consent.

I've discussed it with the clerk and the clerk says we have to have at least 48 hours' notice to have any kind of a meeting. The only thing we can do today is the organizational meeting. So I think it's best if we just halt right here, and we'll have to discuss it at the proper time.

Mr. Garry Breitkreuz: Could I just explain what's happening here for the information of the—

The Chair: No, I don't think so.

I think that means we're going to get into a debate and that isn't what this meeting is all about.

Mr. Garry Breitkreuz: This would be information; this wouldn't be debate, with all respect.

The Chair: It sounds like it to me.

Is there a motion for adjournment, which is not debatable?
