Thursday, May 4, 2000

The Standing Committee on Agriculture and Agri-Food met at 9:07 a.m., this day, in Room 536, Wellington Building, the Chair, John Harvard, presiding.

Members of the Committee present: Odina Desrochers, John Harvard, Larry McCormick, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Other Member present: Rick Casson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Witnesses: From the Office of the Auditor General of Canada: Sheila Fraser, Deputy Auditor General, Audit Operations; Neil Maxwell, Principal, Audit Operations Branch. From the Department of Agriculture and Agri-Food Canada: Dr. Brian Morrissey, Assistant Deputy Minister, Research Branch; Howard Migie, Director General, Adaptation and Grain Policy Directorate, Policy Branch.

Pursuant to Standing Order 108(2), the Committee proceeded to examine the Auditor General's Report (September 1999) - Chapter 12 on A New Crop Intellectual Property in Research and Chapter 24 on the Canadian Adaptation and Rural Development Fund: An Example of Involving Others in Governing.

Sheila Fraser, Brian Morrissey and Howard Migie made opening statements and, with other witnesses, answered questions.

At 10:32 a.m., the Committee adjourned to the call of the Chair.
