Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Duhamel (Secretary of State (Science, Research and Development)), Bill C-39, An Act to amend the Nunavut Act and the Constitution Act, 1867, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

And of the amendment of Mr. Solberg (Medicine Hat), seconded by Mr. Epp (Elk Island), -- That all the words after the word ``That'' be deleted and the following substituted:

    ``this House declines to give second reading to Bill C- 36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, since the principle of the Bill, while charging the Consolidated Revenue Fund to establish and fund the Canada Millennium Scholarship Foundation, fails to guarantee that appropriate and objective accounting standards will be followed as advocated by the Auditor-General.''

The Speaker informed the House that the Right Honourable the Deputy Governor General will proceed to the Senate today at 4:30 p.m. for the purpose of giving the Royal Assent to certain Bills.

ROYAL ASSENT

A Message was received from the Honourable J.E. Michel Bastarache, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, the Right Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

      Bill C-5, An Act respecting cooperatives -- Chapter No. 1;
      Bill C-21, An Act to amend the Small Business Loans Act -- Chapter No. 4.

The Speaker also reported that he had addressed the Honourable the Deputy Governor General as follows:

The Commons of Canada have voted Supplies required to enable the Government to defray certain expenses of the public service.

In the name of the Commons I present to Your Honour the following Bills:

MOTIONS

By unanimous consent, it was ordered, -- That, at the conclusion of today's debate on Bill C-223, An Act to amend the Income Tax Act (deduction of interest on mortgage loans), all questions necessary to dispose of the said motion for second reading shall be deemed put and a recorded division deemed requested and deferred until Tuesday, April 21, 1998, at the expiry of the time provided for Government Orders.


By unanimous consent, it was ordered, -- That, in relation to its examination of biotechnology, the Standing Committee on Agriculture and Agri-Food be authorized to travel to Saskatoon, Saskatchewan, during the period of April 2 to 4, 1998; and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, -- That the research officer of the Standing Committee on Natural Resources and Government Operations be authorized to travel to Calgary, Alberta, from May 3 to 6, 1998, in order to attend a conference on climate change.
