Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Boudria (Leader of the Government in the House of Commons), Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Boudria (Leader of the Government in the House of Commons), Bill C-36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Leader of the Government in the House of Commons) for Ms. McLellan (Minister of Justice), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-37, An Act to amend the Judges Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The Order was read for the second reading and reference to the Standing Committee on Transport of Bill C-15, An Act to amend the Canada Shipping Act and to make consequential amendments to other Acts.

Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Collenette (Minister of Transport), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Transport.


The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), -- That Bill C-29, An Act to establish the Canadian Parks Agency and to amend other Acts as a consequence, be now read a second time and referred to the Standing Committee on Canadian Heritage.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Canadian Heritage.


The Order was read for the second reading and reference to the Standing Committee on National Defence and Veterans Affairs of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts.

The House resumed consideration of the motion of Mr. Riis (Kamloops), seconded by Ms. Vautour (Beauséjour -- Petitcodiac), -- That, in the opinion of this House, the government should consider the advisability of giving to the members of the MacKenzie-Papineau Battalion and other Canadians who fought with Spanish Republican forces in the Spanish Civil War between 1936 and 1939, the status of veterans under the federal legislation and making them eligible for veterans pensions and benefits. (Private Members' Business M-75)
