ADDRESS IN REPLY TO THE SPEECH FROM THE THRONE

The House resumed consideration of the motion of Ms. Bulte (Parkdale -- High Park), seconded by Mr. Drouin (Beauce), -- That the following Address be presented to His Excellency the Governor General of Canada:

      To His Excellency the Right Honourable Roméo A. LeBlanc, a Member of the Queen's Privy Council for Canada, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.
    MAY IT PLEASE YOUR EXCELLENCY:
      We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;

And of the amendment of Mr. Manning (Calgary Southwest), seconded by Miss Grey (Edmonton North), -- That the following words be added to the Address:

    ``and this House regrets that your Government is proposing a legislative program that is mired in the past, out of touch with the present, and incapable of leading Canadians with foresight and vigour into the 21st century.''

The debate continued.

Mr. Proctor (Palliser), seconded by Ms. Vautour (Beauséjour -- Petitcodiac), moved the following sub-amendment, -- That the amendment be modified by adding after the words ``legislative program that'' the following:

    ``in failing to set targets and timetables to reduce unemployment and in failing to strengthen national programs such as medicare which promote the equality of all Canadians and the unity of the country, is an affront to fundamental Canadian values.''

Debate arose thereon.

Pursuant to Standing Orders 68(2) and 69(1) on motion of Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Kenney (Calgary Southeast), Bill C-214, An Act to allow taxpayers to inform government of their views on levels and priorities for the expenditure of tax revenues and to provide for parliamentary review of the results, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1) on motion of Mr. Thompson (Wild Rose), seconded by Ms. Meredith (South Surrey -- White Rock -- Langley), Bill C-215, An Act to amend the Criminal Code (Section 227), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1) on motion of Mr. Gilmour (Nanaimo -- Alberni), seconded by Mr. Duncan (Vancouver Island-North), Bill C-216, An Act to amend the Access to Information Act (Crown corporations), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1) on motion of Mr. Mills (Red Deer), seconded by Mr. Abbott (Kootenay -- Columbia), Bill C-217, An Act to amend the Access to Information Act (disclosure of results of public opinion polls), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1) on motion of Mr. Szabo (Mississauga South), seconded by Mrs. Redman (Kitchener Centre), Bill C-218, An Act to amend the Divorce Act (marriage counselling required before divorce granted), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
