Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), the Acting Speaker presented the Report of the Parliament of Canada delegation to the Parliamentary Conference of the Americas, held in Quebec City from September 18 to 21, 1997. -- Sessional Paper No. 8565-361-58.

Pursuant to Standing Order 34(1), Mr. Speller (Haldimand -- Norfolk -- Brant) presented the Report of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) respecting its parliamentary visit to the United Kingdom from November 18 to 28, 1997. -- Sessional Paper No. 8565-361-53B.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Matthews (Burin -- St. George's), Bill C-313, An Act to amend the Young Offenders Act and to amend certain other Acts in consequence thereof, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Reynolds (West Vancouver -- Sunshine Coast), seconded by Mr. White (North Vancouver), Bill C-314, An Act to amend the Immigration Act (persons without identification not to be allowed into Canada as immigrants or refugees or under a Minister's permit), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), Bill S-4, An Act to amend the Canada Shipping Act (maritime liability), was read the first time and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill S-5, An Act to amend the Canada Evidence Act and the Criminal Code in respect of persons with disabilities, to amend the Canadian Human Rights Act in respect of persons with disabilities and other matters and to make consequential amendments to other Acts.

Ms. McLellan (Minister of Justice), seconded by Mr. Scott (Solicitor General of Canada), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Justice and Human Rights.

NOTICE OF MOTION

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the report stage and second reading and the third reading stage of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts.

PRIVATE MEMBERS' BUSINESS

At 4:54 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Thompson (Charlotte), seconded by Mr. Bernier (Tobique -- Mactaquac), moved, -- That, in the opinion of this House, the government should undertake a review of the Federal Department of Transport's role in the Charlotte County Ports Inc. quarry project. (Private Members' Business M-282)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
