The Order was read for the third reading of Bill C-9, An Act for making the system of Canadian ports competitive, efficient and commercially oriented, providing for the establishing of port authorities and the divesting of certain harbours and ports, for the commercialization of the St. Lawrence Seaway and ferry services and other matters related to maritime trade and transport and amending the Pilotage Act and amending and repealing other Acts as a consequence.

Mr. Collenette (Minister of Transport), seconded by Ms. Marleau (Minister for International Cooperation), moved,

-- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Bellemare (Carleton -- Gloucester), from the Standing Committee on Industry, presented the 4th Report of the Committee (Bill C-17, An Act to amend the Telecommunications Act and the Teleglobe Canada Reorganization and Divestiture Act, with amendments). -- Sessional Paper No. 8510-361-27.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 12 to 17) was tabled.

Motions

Mr. Epp (Elk Island), seconded by Mr. Goldring (Edmonton East), moved, -- That the 13th Report of the Standing Committee on Procedure and House Affairs, presented on Wednesday, November 26, 1997, be concurred in.

Debate arose thereon.

Mr. White (North Vancouver), seconded by Mr. Martin (Esquimalt -- Juan de Fuca), moved the following amendment, -- That the motion be amended by deleting all the words after the ``That'' and substituting the following:

    ``the 13th Report be not now concurred in, but that it be recommitted to the Standing Committee on Procedure and House Affairs with instruction that they amend the same so as to recommend that all Private Members' Business be votable and appropriate measures be taken to ensure that an increased amount of time is available in the House for such Business.''

Debate arose thereon.

The question was put on the amendment and, pursuant to Standing Order 45, the recorded division was deferred until Monday, December 8, 1997, at the ordinary hour of daily adjournment.

By unanimous consent, the recorded division was further deferred until Tuesday, December 9, 1997, at the expiry of the time provided for Governement Orders.

By unanimous consent, Mr. Kilger (Stormont -- Dundas), seconded by Mr. Keyes (Parliamentary Secretary to the Minister of Transport), moved, -- That, at the conclusion of today's debate at third reading of Bill C-9, An Act for making the system of Canadian ports competitive, efficient and commercially oriented, providing for the establishing of port authorities and the divesting of certain harbours and ports, for the commercialization of the St. Lawrence Seaway and ferry services and other matters related to maritime trade and transport and amending the Pilotage Act and amending and repealing other Acts as a consequence, but no later than than 2:00 p.m., all questions necessary to dispose of the said stage of the said bill will be deemend put, a recorded division requested and deferred until Tuesday, December 9, 1997, at the expiry of the time provided for Government Orders.
