At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Natural Resources and Government Operations of Bill C-216, An Act to amend the Access to Information Act (Crown corporations).

Mr. Gilmour (Nanaimo -- Alberni), seconded by Mr. White (Langley -- Abbotsford), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Natural Resources and Government Operations.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Boudria (Leader of the Government in the House of Commons), seconded Mrs. Stewart (Minister of Indian Affairs and Northern Development), moved, -- That in relation to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, not more than one further sitting day shall be allotted to the consideration of the report stage of the bill and one sitting day shall be allotted to the third reading stage of the said bill; and

That, fifteen minutes before the expiry of the time ordinarily provided for government business on the day allotted to the consideration of the report stage and on the day allotted to the third reading stage of the said bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the stage of the bill then under consideration shall be put forthwith and successively without further debate or amendment.

Motion No. 11 of Mr. Nystrom (Qu'Appelle), seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), -- That Bill C-2 be amended by deleting Clause 59.

Motion No. 13 of Mr. Nystrom (Qu'Appelle), -- seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), -- That Bill C-2, in Clause 61, be amended by

    (a) replacing line 3 on page 31 with the following:
      ``20. The amount''
    (b) deleting lines 8 and 9 on page 31.

Motion No. 14 of Mr. Dubé (Madawaska -- Restigouche), seconded by Mr. Jones (Markham), -- That Bill C-2, in Clause 61, be amended by replacing lines 8 and 9 on page 31 with the following:

      ``(2) For each year beginning in 1997 and ending in 2006, the amount of a Year's Basic Exemption is $3,500.''

Motion No. 15 of Mr. Nystrom (Qu'Appelle), seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), -- That Bill C-2, in Clause 67, be amended by adding after line 36 on page 36 the following:

      ``(4.2) Employer contributions for a self-employed person earning less than the prescribed threshold income shall, for the years 1999, 2000 and 2001, be calculated on a progressive scale based on annual income in accordance with the regulations.
      (4.3) Every regulation made pursuant to subsection (4.2) shall be laid before both Houses of Parliament within the first fifteen days of the next session after the date it is made, and the regulation shall remain in force until the day immediately succeeding the date of prorogation of that session of Parliament and no longer unless during the session it is approved by resolution of both Houses of Parliament.''

Motion No. 16 of Mr. Nystrom (Qu'Appelle), seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), -- That Bill C-2 be amended by deleting Clause 68.

Motion No. 18 of Mr. Nystrom (Qu'Appelle), seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), -- That Bill C-2, in Clause 71, be amended by adding after line 23 on page 41 the following:

      ``(4) For the purposes of subsections (1) and (2), the Year's Maximum Pensionable Earnings for the years 1999, 2000, and 2001 shall be two times the amount calculated under this Act.''

The House proceeded to the taking of the deferred recorded division on Motion No. 3 of Mr. Dubé (Madawaska -- Restigouche), seconded by Mr. Jones (Markham), -- That Bill C- 2, in Clause 42, be amended by replacing lines 40 to 42 on page 21 with the following:

    ``appointed for a term of five years by the board of directors, and may be removed at any time by the board of directors for cause.
      (1.1) If the board of directors decide to remove the auditor before the auditor's five-year term ends, the board of directors must notify the appropriate provincial Minister of each of the participating provinces giving the reasons for the decision.
      (1.2) The auditor may not be removed unless at least two thirds of the participating provinces having in total not less than two thirds of the population of all of the participating provinces has agreed in writing to the removal.
      (1.3) An auditor who resigns before the end of the five-year term shall notify the board of directors, the Minister and the appropriate Minister of each of the participating provinces giving the reasons for the resignation and make those reasons available to the public.
      (1.4) Where the auditor has resigned or been removed, no person or firm shall accept an appointment or consent to be appointed as auditor until the person or firm has requested and received from the other auditor a written statement of the circumstances and reasons why the other auditor resigned or why, in the other auditor's opinion, the other auditor was removed.
      (1.5) Notwithstanding subsection (1.4), a person or firm may accept an appointment or consent to be appointed as auditor if, within fifteen days after a request under that subsection is made, no reply from the other auditor is received.
      (1.6) Unless subsection (1.5) applies, an appointment as auditor is void if subsection (1.4) has not been complied with.''

      (4) The contribution rate for self-employed persons shall not exceed 10.25 per cent even if the Chief Actuary of the Office of the Superintendent of Financial Institutions, in preparing the report under section 115, is of the opinion that a higher contribution rate is warranted.''
