Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Qu'Appelle), seconded by Mr. Blaikie (Winnipeg Transcona), Bill C-287, An Act to provide for the study of proportional representation in federal elections and a national referendum on the recommendations that result from the study, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gallaway (Sarnia -- Lambton), seconded by Mrs. Ur (Lambton -- Kent -- Middlesex), Bill C-288, An Act to amend the Broadcasting Act (broadcasting policy), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Ménard (Hochelaga -- Maisonneuve), seconded by Mr. Lefebvre (Champlain), Bill C-289, An Act to amend the Bank Act and the Statistics Act (equity in community reinvestment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Thompson (Wild Rose), one concerning parental rights (No. 361-0243);

-- by Mr. Blaikie (Winnipeg Transcona), one concerning the highway system (No. 361-0244).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Jaffer (Edmonton -- Strathcona), seconded by Mr. Mark (Dauphin -- Swan River), moved, -- That this House recognize that strengthening the unity of Canada is its highest priority and given that nine provincial premiers and two territorial leaders have begun a process of consultation on national unity built on the Calgary Declaration, this House:

    1. endorses the efforts of the premiers, the territorial leaders and grass-roots Canadians to foster national unity;
    2. declares its support for the consultation process begun by the premiers and territorial leaders;
    3. urges Canadians to become involved in the consulatation process and in particular to express their approval of, disapproval of, or suggested improvements to such principles as the equality of citizens and provinces, respect for diversity including the unique character of Quebec society, and the need for re-balancing the powers of the provincial and federal governments;
    4. urges the Government of Canada and Members of this House to communicate with Quebecers regarding the Calgary Declaration, and to consult the people of Quebec on its contents;
    5. and regrets that the separatist government of Quebec has chosen not to participate in the discussion on national unity, and has refused to include Quebecers in the consultation on the Calgary Declaration.

Debate arose thereon.

Mr. Goldring (Edmonton East), seconded by Mr. Mark (Dauphin -- Swan River), moved the following amendment, -- That the motion be amended by inserting immediately after the words "equality of citizens and provinces" the following:

      "and special status for none"

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order, at the time of adjournment on Wednesday, November 26, 1997 there shall be no proceedings pursuant to Standing Order 38, but, at that time, a motion to adjourn shall be deemed to have been proposed and the said motion shall be debatable, that during the said debate no member except for the first spokesperson for each party, the Prime Minister or the Leader of the Opposition shall speak for more than ten minutes, with a five minute question and comment period, and that during the said debate no dilatory motion or quorum call shall be received, and that, when no Member rises to speak, the motion shall be deemed to have been adopted.
