By unanimous consent, Mr. Mills (Broadview -- Greenwood) for Mr. Lincoln (Lac-Saint-Louis), from the Standing Committee on Canadian Heritage, presented the 1st Report of the Committee, (Bill C-7, An Act to establish the Saguenay -- St. Lawrence Marine Park and to make a consequential amendment to another Act, without amendment). -- Sessional Paper No. 8510-361-13.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 6 and 8) was tabled.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Normand (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), -- That Bill C-17, An Act to amend the Telecommunications Act and the Teleglobe Canada Reorganization and Divestiture Act, be now read a second time and referred to the Standing Committee on Industry.

The debate continued.

The question was put on the motion and, by unanimous consent, the recorded division was deferred until Tuesday, November 25 1997, at the expiry of the time provided for Government Orders.


By unanimous consent, the Order was read for the consideration at report stage of Bill C-7, An Act to establish the Saguenay -- St. Lawrence Marine Park and to make a consequential amendment to another Act, as reported by the Standing Committee on Canadian Heritage without amendment.

By unanimous consent, Mr. Mitchell (Secretary of State (Parks)), seconded by Ms. Marleau (Minister for International Cooperation and Minister responsible for Francophonie), moved, -- That Bill C-7, in the preamble, be amended by replacing, in the French version, line 6 on page 1 with the following:

    ``flore, ainsi que les ressources naturelles exceptionnel-``.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Prince George -- Peace River), seconded by Mr. Scott (Skeena), Bill C-285, An Act to amend the Divorce Act (joint custody), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Kilger (Stormont -- Dundas), seconded by Ms. Catterall (Ottawa West -- Nepean), moved, -- That, further to the Order made Wednesday, November 5, 1997, ten members of the Standing Committee on Fisheries and Oceans be authorized to extend their travel throughout Newfoundland from November 30, 1997 to December 2, 1997, and that the necessary staff to accompany the members of the Committee.

PRIVATE MEMBERS' BUSINESS
