DAILY ROUTINE OF BUSINESS

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Health), seconded by Mr. Gagliano (Minister of Public Works and Government Services), Bill C- 14, An Act respecting the safety and effectiveness of materials that come into contact with or are used to treat water destined for human consumption, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting the safety and effectiveness of materials that come into contact with or are used to treat water destined for human consumption".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Gagliano (Minister of Public Works and Government Services), Bill C-15, An Act to amend the Canada Shipping Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Public Works and Government Services) for Ms. McLellan (Minister of Justice), seconded by Mr. Scott (Solicitor General of Canada), Bill C-16, An Act to amend the Criminal Code and the Interpretation Act (powers to arrest and enter dwellings), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Manley (Minister of Industry), seconded by Mr. Pettigrew (Minister of Human Resources Development), Bill C-17, An Act to amend the Telecommunications Act and the Teleglobe Canada Reorganization and Divestiture Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Breitkreuz (Yellowhead), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-268, An Act to amend the Members of Parliament Retiring Allowances Act (deduction re other income), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Harris (Prince George -- Bulkley Valley), seconded by Mr. Stinson (Okanagan -- Shuswap), moved, -- That this House call on the government to bring forward a motion, pursuant to Standing Order 68(4)(a), to instruct a legislative committee to prepare and bring in a bill to amend those sections of the Criminal Code which deal with impaired driving in order to (a) enhance deterrence; and (b) ensure that the penalties reflect the seriousness of the offence

Debate arose thereon.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Harris (Prince George -- Bulkley Valley), seconded by Mr. Stinson (Okanagan -- Shuswap), in relation to the Business of Supply.

The debate continued.

Mr. St-Julien (Abitibi), seconded by Ms. Bakopanos (Ahuntsic), moved the following amendment, -- That the motion be amended:

    (a) by deleting the words ``a legislative committee'' and substituting therefor the words:
      ``the Standing Committee on Justice and Human Rights''; and
    (b) by changing the period at the end to a semi-colon and adding the following:
      ``and that the said Committee, when so instructed, submit its report to the House no later than May 15, 1998.''

Debate arose thereon.

At 5:15 p.m., pursuant to Standing Order 81(16), the Speaker interrupted the proceedings.

The question was put on the amendment and it was agreed to.

The House proceeded to the putting of the question on the main motion, as amended, of Mr. Harris (Prince George -- Bulkley Valley), seconded by Mr. Stinson (Okanagan -- Shuswap), -- That this House call on the government to bring forward a motion, pursuant to Standing Order 68(4)(a), to instruct the Standing Committee on Justice and Human Rights to prepare and bring in a bill to amend those sections of the Criminal Code which deal with impaired driving in order to (a) enhance deterrence; and (b) ensure that the penalties reflect the seriousness of the offence; and that the said Committee, when so instructed, submit its report to the House no later than May 15, 1998.

The question was put on the motion, and it was agreed to.
