Thereupon, Mr. McClelland (Edmonton Southwest), Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill S-22, An Act authorizing the United States to preclear travellers and goods in Canada for entry into the United States for the purposes of customs, immigration, public health, food inspection and plant and animal health, as reported by the Standing Committee on Foreign Affairs and International Trade without amendment.

Ms. Robillard (Minister of Citizenship and Immigration) for Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Ms. Robillard (Minister of Citizenship and Immigration) for Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Rock (Minister of Health) laid upon the Table, -- Notice of a Ways and Means motion to amend the Excise Tax Act, a related Act, the Cultural Property Export and Import Act, the Customs Act, the Excise Act, the Income Tax Act and the Tax Court of Canada Act. (Ways and Means Proceedings No. 28) -- Sessional Paper No. 8570-361-29.

Pursuant to Standing Order 83(2), at the request of Mr. Rock (Minister of Health), an Order of the Day was designated for the consideration of this Ways and Means motion.

The House resumed consideration of the motion of Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), -- That Bill S-22, An Act authorizing the United States to preclear travellers and goods in Canada for entry into the United States for the purposes of customs, immigration, public health, food inspection and plant and animal health, be now read a third time and do pass.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the third time and passed.


The Order was read for the consideration at report stage of Bill S-23, An Act to amend the Carriage by Air Act to give effect to a Protocol to amend the Convention for the Unification of Certain Rules Relating to International Carriage by Air and to give effect to the Convention, Supplementary to the Warsaw Convention, for the Unification of Certain Rules Relating to International Carriage by Air Performed by a Person Other than the Contracting Carrier, as reported by the Standing Committee on Transport without amendment.

Mr. Rock (Minister of Health) for Mr. Collenette (Minister of Transport), seconded by Mr. Massé (President of the Treasury Board), moved -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Rock (Minister of Health) for Mr. Collenette (Minister of Transport), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.


The Order was read for the consideration of the amendments made by the Senate to Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management.

Mr. Rock (Minister of Health) for Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the amendments made by the Senate to Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, be now read a second time and concurred in.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Laliberte (Churchill River), seconded by Mr. Martin (Winnipeg Centre), moved, -- That, in the opinion of this House, the government should provide initiatives to deliver natural gas to unserviced regions, to address environment concerns and high energy costs. (Private Members' Business M-292)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
