Presenting Reports from Committees

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 76th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, the following changes in the membership of Standing Committees:

      The Committee further recommends that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, the name of the Member be struck from the list of Associate Members of the said Committee.

Motions

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development.

Mrs. Stewart (Minister of the Environment), seconded by Mr. Normand (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the Bill be now read a third time and do pass.

VACANCIES

The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of Saskatoon -- Rosetown -- Biggar, in the Province of Saskatchewan, by reason of the resignation of Mr. Chris Axworthy, and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on May 31, 1999, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Casey (Cumberland -- Colchester), -- That, in the opinion of this House, the Criminal Code or other appropriate federal statutes should be amended in accordance with Recommendation 73 of the Province of Nova Scotia's Public Inquiry into the Westray disaster, specifically with the goal of ensuring that corporate executives and directors are held properly accountable for workplace safety; (Private Members' Business M-455)

And of the amendment of Ms. Dalphond-Guiral (Laval Centre), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), -- That the motion be amended by adding after the word ``amended'' the following:
