At 11:00 a.m., pursuant to Order made Tuesday, May 11, 199, and Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Bigras (Rosemont), seconded by Mr. Dumas (Argenteuil -- Papineau -- Mirabel), -- That, in the opinion of this House, the government should undertake all necessary steps to legalize the use of marijuana for health and medical purposes; (Private Members' Business M-381)

And of the amendment of Ms. Caplan (Thornhill), seconded by Mrs. Barnes (London West), -- That the motion be amended by deleting all the words after the word ``should'' and substituting the following:

    ``take steps immediately concerning the possible legal medical use of marijuana including developing a research plan containing clinical trials, appropriate guidelines for its medical use, as well as access to a safe medicinal supply, and that the government report its findings and recommendations before the House rises for the summer.'';

And of the sub-amendment of Ms. Picard (Drummond), seconded by Mr. de Savoye (Portneuf), -- That the amendment be amended by deleting the words ``concerning the possible legal'' and substituting the following:

    ``to legalize the''

By unanimous consent, it was ordered, -- That, at the conclusion of today's debate on Motion M-381, all questions necessary to dispose of the said motion shall be deemed put and a recorded division deemed requested and deferred until the expiry of the time provided for Government Orders.
