The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Milliken (Kingston and the Islands), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-69, An Act to amend the Criminal Records Act and to amend another Act in consequence, as reported by the Standing Committee on Justice and Human Rights with amendments.

Mr. Mifflin (Minister of Veterans Affairs) for Mr. MacAulay (Solicitor General of Canada), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), the Order was read for the third reading of Bill C-69, An Act to amend the Criminal Records Act and to amend another Act in consequence.

Mr. Mifflin (Minister of Veterans Affairs) for Mr. MacAulay (Solicitor General of Canada), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), moved, -- That the Bill be now read a third time and do pass.

The Order was read for the second reading and reference to the Standing Committee on Transport of Bill S-23, An Act to amend the Carriage by Air Act to give effect to a Protocol to amend the Convention for the Unification of Certain Rules Relating to International Carriage by Air and to give effect to the Convention, Supplementary to the Warsaw Convention, for the Unification of Certain Rules Relating to International Carriage by Air Performed by a Person Other than the Contracting Carrier.

Mr. Dion (President of the Queen's Privy Council for Canada) for Mr. Collenette (Minister of Transport), seconded by Mr. Duhamel (Secretary of State (Science, Research and Development)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport.

Debate arose thereon.
