The Order was read for the second reading and reference to the Standing Committee on Foreign Affairs and International Trade of Bill S-22, An Act authorizing the United States to preclear travellers and goods in Canada for entry into the United States for the purposes of customs, immigration, public health, food inspection and plant and animal health.

Mr. Collenette (Minister of Transport) for Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

Debate arose thereon.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), -- That Bill S-22, An Act authorizing the United States to preclear travellers and goods in Canada for entry into the United States for the purposes of customs, immigration, public health, food inspection and plant and animal health, be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Foreign Affairs and International Trade.

At 12:15 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-278, An Act to provide for the expiry of gun control legislation that is not proven effective within five years of coming into force.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Morrison (Cypress Hills -- Grasslands), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.
