By unanimous consent, it was ordered, -- That for each of the following items of business, at the specified times, all questions necessary for the disposal of the specified stages be deemed put and recorded divisions deemed requested and deferred until Tuesday, April 13, 1999, at the expiry of the time provided for Government Orders:

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Kilger (Stormont -- Dundas -- Charlottenburgh) presented the Report of the Canadian Parliamentary Delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the Bureau meeting held in Saint-Denis de La Réunion, France, from January 19 to 21, 1999. -- Sessional Paper No. 8565-361-52K.

Presenting Reports from Committees

Mr. St-Julien (Abitibi -- Baie-James -- Nunavik), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the 6th Report of the Committee (Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba, without amendment). -- Sessional Paper No. 8510-361-149.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 50, 52, 54 and 56 to 58) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Gouk (Kootenay -- Boundary -- Okanagan), one concerning the regulation of food and drugs (No. 361-2228);

Questions on Order Paper

Pursuant to Standing Order 39(7), the following question was made an Order for Return:

    Q-120 -- Mr. Scott (Skeena) -- Can the government provide a list of all band elections held from January 1996 to the present, including in each individual case: (a) the name of the band; (b) the date the election was held; (c) the names of all the candidates; (d) the final vote distribution; (e) the number of eligible voters; and (f) the number of eligible voters who voted (i.e. voter turnout)?

Pursuant to Standing Order 39(7), the following question was made an Order for Return:

    Q-143 -- Mr. Forseth (New Westminster -- Coquitlam -- Burnaby) -- With respect to grants or loans awarded by the federal government for building restoration, such as awards made under infrastructure and regional development programs, in each of the last five years, 1994, 1995, 1996, 1997, and 1998: (a) how many have been awarded; (b) what specifically have they been for; (c) what was the geographic location; (d) what was the amount of each award, including whether or not it was on a matching basis; and (e) under which federal department or program was each award made?

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Collenette (Minister of Transport), -- That Bill C-67, An Act to amend the Bank Act, the Winding-up and Restructuring Act and other Acts relating to financial institutions and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

The House resumed consideration of the motion of Mr. Riis (Kamloops, Thompson and Highland Valleys), seconded by Mr. Laliberte (Churchill River), -- That, in the opinion of this House, the government should consider making employer-provided transit passes an income tax-exempt benefit. -- ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-65, An Act to amend the Federal-Provincial Fiscal Arrangements Act, without amendment.

-- ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-73, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the fiscal year ending March 31, 1999.
