Recommendation

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mrs. Stewart (Minister of Indian Affairs and Northern Development) for Mr. Collenette (Minister of Transport), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), Bill S-23, An Act to amend the Carriage by Air Act to give effect to a Protocol to amend the Convention for the Unification of Certain Rules Relating to International Carriage by Air and to give effect to the Convention, Supplementary to the Warsaw Convention, for the Unification of Certain Rules Relating to International Carriage by Air Performed by a Person Other than the Contracting Carrier, was read the first time and ordered for a second reading at the next sitting of the House.

Mr. Ritz (Battlefords -- Lloydminster), seconded by Mr. Epp (Elk Island), moves the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

``this House declines to give second reading to Bill C-72, An Act to amend the Income Tax Act, to implement measures that are consequential on changes to the Canada-U.S. Tax Convention (1980) and to amend the Income Tax Conventions Interpretation Act, the Old Age Security Act, the War Veterans Allowance Act and certain Acts related to the Income Tax Act, since the principle of the Bill fails to address the federal tax system to end discrimination against single-income families with children.''

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Hilstrom (Selkirk -- Interlake) asked leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the effect of the labour dispute on the movement of grain in the port of Vancouver.

Leave was granted to propose a motion to adjourn the House in order to discuss the matter and, pursuant to Standing Order 52(9), the Speaker directed that it be considered later today at 8:00 p.m.
