By unanimous consent, it was ordered, -- That the hours of sitting and order of business of the House on Thursday, April 29, 1999, shall be those provided in the Standing Orders for a Wednesday;

That the address of the President of the Czech Republic, to be delivered in the Chamber of the House of Commons at 10:00 a.m. on Thursday, April 29, 1999, before Members of the Senate and the House of Commons, together with all introductory and related remarks, be printed as an appendix to the House of Commons Debates for that day and form part of the records of this House; and

That the media recording and transmission of such address, introductory and related remarks be authorized pursuant to established guidelines for such occasions.

Presenting Reports from Committees

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Justice), seconded by Mr. Massé (President of the Treasury Board), Bill C-68, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

      His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act in respect of criminal justice for young persons and to amend and repeal other Acts''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Lincoln (Lac-Saint-Louis), seconded by Mr. Wood (Nipissing), Bill C-485, An Act to prohibit the export of water from Canada by pipeline, railway tank car, tank truck, tanker or interbasin transfers, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Goldring (Edmonton East), seconded by Mr. Hill (Macleod), Bill C-486, An Act to change the name of the electoral district of Edmonton East, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (Langley -- Abbotsford), seconded by Mr. Strahl (Fraser Valley), Bill C-487, An Act respecting a National Day Against Impaired Driving, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That the question be deemed put on Ways and Means Motions Nos. 23, 24 and 25 and recorded divisions deemed requested and deferred until Monday, March 15, 1999, at the expiry of the time provided for the consideration of Government Orders.


By unanimous consent, it was ordered, -- That the Motion for the Production of Papers P-26, standing in the order of precedence on the Order Paper in the name of Mr. White (Langley -- Abbotsford), be withdrawn.


By unanimous consent, it was ordered, -- That the Standing Committee on Industry be authorized to travel to St-Hubert, Quebec, on Monday, March 22, 1999, for the purpose of visiting the Canadian Space Agency, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, -- That the orders for the second reading of Bills C-413, C-414, C-425 and C-426, standing in the name of Mr. Myers (Waterloo -- Wellington) on the Order Paper, be discharged and the billswithdrawn.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-61, An Act to amend the War Veterans Allowance Act, the Pension Act, the Merchant Navy Veteran and Civilian War-related Benefits Act, the Department of Veterans Affairs Act, the Veterans Review and Appeal Board Act and the Halifax Relief Commission Pension Continuation Act and to amend certain other Acts in consequence thereof, as reported by the Standing Committee on National Defence and Veterans Affairs without amendment.

Mr. Dhaliwal (Minister of National Revenue) for Mr. Mifflin (Minister of Veterans Affairs), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Dhaliwal (Minister of National Revenue) for Mr. Mifflin (Minister of Veterans Affairs), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the Bill be now read a third and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read a third time and passed.


The Order was read for the second reading and reference to the Standing Committee on Natural Resources and Government Operations of Bill C-66, An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act.

ROYAL ASSENT

A message was received from the Honourable Michel Bastarache, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, the Right Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:
