GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-65, An Act to amend the Federal-Provincial Fiscal Arrangements Act, as reported by the Standing Committee on Finance without amendment.

Mr. Cauchon (Secretary of State (Economic Development Agency of Canada for the Regions of Quebec)) for Mr. Martin (LaSalle -- Émard), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Cauchon (Secretary of State (Economic Development Agency of Canada for the Regions of Quebec)) for Mr. Martin (Minister of Finance), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Brison (Kings -- Hants), seconded by Mr. Bachand (Richmond -- Arthabaska), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-65, An Act to amend the Federal-Provincial Fiscal Arrangements Act, be not now read a third time but be referred back to a Committee of the Whole House for the purpose of considering amendments to Clause 2 to alter the equalization formula to fairly take into account the varying costs of program delivery in different provinces because of differing demographics, geography and urban-rural variations in addition to population; and to Clause 2(2), which would eliminate the current disincentives for recipient provinces to improve their finances through innovative economic policies.''
