Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Public Works and Government Services), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-66, An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act''.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Minister of Public Works and Government Services), Bill C-67, An Act to amend the Bank Act, the Winding-up and Restructuring Act and other Acts relating to financial institutions and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Ms. St-Jacques (Shefford), seconded by Mr. Dubé (Madawaska -- Restigouche), moved, -- That, in the opinion of this House, the government should take steps to alleviate the burden of poverty in Canada by encouraging self-sufficiency and self-reliance, and to that end, should increase the basic Income Tax credit to $10,000, index the tax brakets and index the Child Tax Benefit.

Debate arose thereon.

Mr. Epp (Elk Island), seconded by Mr. Ramsay (Crowfoot), moved the following amendment, -- That the motion be amended by striking out the words ``increase the basic Income Tax credit to $10,000'' and substituting the following therefor:

    ``increase the tax-free threshold to $7,900''

Debate arose thereon.

Pursuant to Standing Order 123, it was noted that the Report contained a proposed resolution to revoke section 68(1) of the Narcotic Control Regulations, C.R.C. 1978, c. 1041.

A copy of the relevant Minutes of Proceedings (Meeting No. 18) was tabled.

By unanimous consent, it was ordered, -- That the Sub-Committee on the Corrections and Conditional Release Act be authorized to travel to Abbottsford, Vancouver and Edmonton during the week of March 1, 1999, and to Halifax and Moncton during the week of March 15, 1999, and that the necessary staff accompany the Sub-Committee.


By unanimous consent, it was ordered, -- That Jill Wherrett, Research Officer for the Standing Committee on Aboriginal Affairs and Northern Development, be authorized to travel to Toronto from February 17 to 20, 1999, in order to attend the Forum on Aboriginal Economic Development.

Ms. Picard (Drummond), seconded by Mrs. Girard-Bujold (Jonquière), moved Motion No. 1, -- That Bill C-247, in Clause 1, be amended by replacing lines 2 to 4 on page 2 with the following:

    ``human sperm, zygote or embryo for the purpose of cloning a human being.''

Debate arose on Motion No. 1.

The question was put on Motion No. 1, and pursuant to Standing Order 76.1(8), the recorded division was deferred.

Motion No. 2

Ms. Caplan (Parliamentary Secretary to the Minister of Health), seconded by Ms. Catterall (Ottawa West -- Nepean), moved Motion No. 2, -- That Bill C-247 be amended by adding after line 9 on page 3 the following new clause:

      ``2. This Act comes into force on a day to be fixed by order of the Governor in Council.''

Debate arose on Motion No. 2.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
