Presenting Reports from Committees

Mr. Williams (St. Albert), from the Standing Committee on Public Accounts, presented the 20th Report of the Committee (Chapter 16 of the September 1998 Report of the Auditor General of Canada). -- Sessional Paper No. 8510-361-133.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 45 and 50) was tabled.


Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 54th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Member be added to the list of Members of the Standing Committee on Transport:

A copy of the relevant Minutes of Proceedings was tabled.

Motions

By unanimous consent, it was resolved, -- That the 53rd Report of the Standing Committee on Procedure and House Affairs, presented on Wednesday, February 3, 1999, and the 54th Report of the Standing Committee on Procedure and House Affairs, presented earlier this day, be concurred in.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Riis (Kamloops, Thompson and Highland Valleys), one concerning international trade (No. 361-1975);

-- by Mr. Szabo (Mississauga South), one concerning human rights in Indonesia (No. 361-1976);

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), moved, -- That this House urges the government to respect provincial jurisdiction over health care management, to increase transfers to the provinces for health care unconditionally, and to avoid using budget surpluses to encroach upon the health care field.

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That at the conclusion of the present debate on today's Opposition Motion, all questions necessary to dispose of this motion be deemed put and a recorded division deemed requested and deferred until Tuesday, February 9, 1999, at the expiry of the time provided for Governement Orders.

The House resumed consideration of the motion of Mr. Mills (Red Deer), seconded by Mr. Benoit (Lakeland), -- That, in the opinion of this House, the government should seek majority support, through an official vote in the House of Commons, prior to committing a significant contingent of Canadian military personnel to an active military mission beyond the boundaries of Canada. (Private Members' Business M-380)
