GOVERNMENT ORDERS

The Order was read for the consideration of the amendment made by the Senate to Bill C-52, An Act to implement the Comprehensive Nuclear Test-Ban Treaty.

Mr. Eggleton (Minister of National Defence) for Mr. Axworthy (Minister of Foreign Affairs), seconded by Ms. Robillard (Minister of Citizenship and Immigration), moved, -- That the amendment made by the Senate to Bill C-52, An Act to implement the Comprehensive Nuclear Test-Ban Treaty, be now read a second time and concurred in.

Debate arose thereon.

The question was put on the motion and it was agreed to.


The Order was read for the consideration at report stage of Bill S-16, An Act to implement an agreement between Canada and the Socialist Republic of Vietnam, an agreement between Canada and the Republic of Croatia and a convention between Canada and the Republic of Chile, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, as reported by the Standing Committee on Finance.

Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Martin (Minister of Finance), seconded by Mr. Eggleton (Minister of National Defence), moved -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), the Order was read for the third reading of Bill S-16, An Act to implement an agreement between Canada and the Socialist Republic of Vietnam, an agreement between Canada and the Republic of Croatia and a convention between Canada and the Republic of Chile, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Martin (Minister of Finance), seconded by Mr. Eggleton (Minister of National Defence), moved, -- That the Bill be now read a third time and do pass.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anders (Calgary West), seconded by Mr. Gilmour (Nanaimo -- Alberni), Bill C-457, An Act to amend the Employment Insurance Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gilmour (Nanaimo -- Alberni), seconded by Mr. Duncan (Vancouver Island North), Bill C-458, An Act to amend the Controlled Drugs and Substances Act (trafficking in a controlled drug or substance within five hundred metres of an elementary school or a high school), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Keddy (South Shore) asked leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the situation in the agriculture industry.

Leave was granted to propose a motion to adjourn the House in order to discuss the matter and, pursuant to Standing Order 52(9), the Speaker directed that it be considered on Monday, November 30, 1998, at 8:00 p.m.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Eggleton (Minister of National Defence), -- That Bill S-16, An Act to implement an agreement between Canada and the Socialist Republic of Vietnam, an agreement between Canada and the Republic of Croatia and a convention between Canada and the Republic of Chile, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, be now read a third time and do pass.

Mr. Hart (Okanagan -- Coquihalla), seconded by Mr. Casson (Lethbridge), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate arose thereon.
