Mr. Gallaway (Sarnia -- Lambton), from the Special Joint Committee on Child Custody and Access, presented the 1st Report of the Committee (Extension of deadline). -- Sessional Paper No. 8510-361-106.

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 44th Report of the Committee, which was as follows:

      In accordance with its mandate under Standing Order 92(1), your Committee has selected from among the items for which an order of precedence was established on or after Tuesday, October 20, 1998, the following as a votable item:

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses, as reported by the Standing Committee on Industry with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

    Group No. 1 -- Motion No. 1.
    Group No. 2 -- Motions Nos. 2 to 5.
    Group No. 3 -- Motions Nos. 6 and 11.
    Group No. 4 -- Motions Nos. 7 and 8.

Group No. 1

Ms. Lalonde (Mercier), seconded by Mr. Dubé (Lévis-et Chutes-de-la-Chaudière), moved Motion No. 1, -- That Bill C-53 be amended by adding after line 22 on page 2 the following new clause:

      ``2.1 The purpose of this Act is to increase the availability of financing of small businesses, which would not otherwise have access to financing.''

Debate arose on the motion in Group No. 1 (Motion No. 1).

The House resumed the consideration at report stage of Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses, as reported by the Standing Committee on Industry with amendments;

And of the motion in Group No. 1 (Motion No. 1).

The debate continued on the motion in Group No. 1.

The question was put on Motion No. 1 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

Group No. 2

Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), moved Motion No. 2, -- That Bill C-53, in Clause 4, be amended by replacing line 26 on page 3 with the following:

    ``limits; and
    (e) the loan must not be in addition to other loans made under this Act to persons related to the borrower for the operation of the same small business.''

Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), moved Motion No. 3, -- That Bill C-53, in Clause 4, be amended by replacing line 33 on page 3 with the following:

    ``to the borrower does not exceed $100,000''

Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Manley (Minister of Industry), seconded by Mr. MacAulay (Minister of Labour), moved Motion No. 4, -- That Bill C-53, in Clause 4, be amended by replacing lines 41 to 45 on page 3 with the following:

    ``tions, of all loans made under this Act and guaranteed business improvement loans made under the Small Business Loans Act.''

Recommendation

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in the following amendment to Bill C-53 ``An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses''. That Clause 4 of Bill C-53 be amended by striking out lines 41 to 45 on page 3 and substituting the following:
    ``tions, of all loans made under this Act and guaranteed business improvement loans made under the Small Business Loans Act.''

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill S-11, An Act to amend the Canadian Human Rights Act in order to add social condition as a prohibited ground of discrimination.

Ms. St-Jacques (Shefford), seconded by Mr. Herron (Fundy -- Royal), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
