The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Ms. Thibeault (Saint-Lambert), Assistant Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Mitchell (Secretary of State (Parks)), -- That Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mr. Mark (Dauphin -- Swan River), seconded by Mr. Hilstrom (Selkirk -- Interlake), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers, be not now read a second time but that it be read a second time this day six months hence."

The question was put on the amendment and, by unanimous consent, the recorded division was deferred until Tuesday, October 27, 1998, at the expiry of the time provided for Government Orders.


The Order was read for the second reading and reference to the Standing Committee on Natural Resources and Government Operations of Bill C-41, An Act to amend the Royal Canadian Mint Act and the Currency Act.

Mr. Gagliano (Minister of Public Works and Government Services), seconded by Mr. Mifflin (Minister of Veterans Affairs), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Natural Resources and Government Operations.
