GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Kilgour (Secretary of State (Latin America and Africa)), -- That Bill C-52, An Act to implement the Comprehensive Nuclear Test-Ban Treaty, be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and, by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it with the following amendments:

    Clause 10
      Replace, in the French version, line 26 on page 6 with the following:
      ``rapport sur l'exécution du Traité par le''
    New Clause
      Add after line 37 on page 12 the following new Clause:
        ``27.1(1) The person designated as the National Authority shall prepare and transmit to the Minister of Foreign Affairs an annual report with respect to the implementation of this Act.
        (2) The Minister of Foreign Affairs shall cause a copy of the report to be laid before the House of Commons on any of the first fifteen days on which that House is sitting after the Minister receives the report.''

Pursuant to Standing Order 76.1(12), Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Gagliano (Minister of Public Works and Government Services), moved, -- That the Bill, as amended, be concurred in at report stage.

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Mifflin (Minister of Veterans Affairs), -- That Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses, be now read a second time and referred to the Standing Committee on Industry;
