Whereupon, Mr. Milliken (Kingston and the Islands), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Mifflin (Minister of Veterans Affairs), -- That Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses, be now read a second time and referred to the Standing Committee on Industry.

The debate continued.

Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Pettigrew (Minister of Human Resources Development), moved, -- That this question be now put.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Riis (Kamloops, Thompson and Highland Valleys), seconded by Mr. Solomon (Regina -- Lumsden -- Lake Centre), Bill C-437, An Act to amend the Canada Elections Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That the 38th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.


By unanimous consent, it was ordered, -- That the Standing Committee on Finance be allowed to travel across Canada from October 4 to November 10, 1998, in relation to its pre-Budget consultations and its consultations on the recommendations of the Task Force Report on the future of the Canadian financial services sector, and that the necessary staff do accompany the Committee.
