Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion respecting the imposition of duties of customs and other taxes, to provide relief against the imposition of certain duties and taxes and to provide for other related matters. (Ways and Means Proceedings No. 1) -- Sessional Paper No. 8570-361-1.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Stinson (Okanagan -- Shuswap), seconded by Mr. Hill (Macleod), Bill C-236, An Act to repeal the Firearms Act and to make certain amendments to the Criminal Code, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Stinson (Okanagan -- Shuswap), seconded by Mr. Hill (Macleod), Bill C-237, An Act to provide for a national referendum to authorize the Government of Canada to negotiate terms of separation with a province that has voted for separation from Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-238, An Act to establish principles of responsible fiscal management and to require regular publication of information by the Minister of Finance to demonstrate the Government's adherence to those principles, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Macleod), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-239, An Act to amend the Consumer Packaging and Labelling Act (recombinant hormones), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-240, An Act to amend the Debt Servicing and Reduction Account Act (gifts to the Crown), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Obhrai (Calgary East), seconded by Mr. Bailey (Souris -- Moose Mountain), Bill C-241, An Act to amend the Immigration Act (right-of-landing fee), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Agriculture and Agri-Food of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts.

Pursuant to Standing Order 73(1), Mr. Goodale (Minister of Natural Resources and Minister responsible for the Canadian Wheat Board), seconded by Mr. Cauchon (Secretary of State (Federal Office of Regional Development (Quebec))), moved, -- That the Bill be referred forthwith to the Standing Committee on Agriculture and Agri-Food.

Debate arose thereon.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Wednesday, October 8, 1997, at the expiry of the time provided for Government Orders.


The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), -- That Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Mr. Manning (Calgary Southwest), seconded by Ms. Ablonczy (Calgary -- Nosehill), -- That all the words after the word ``That'' be deleted and the following substituted therefor:

    ``this House declines to give second reading to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, since the principle of the Bill, while attempting to address the failures of the Canada Pension Plan, is particularly unfair to young Canadians, and fails to recognize the employment impacts of the CPP premium increases.''

Mr. Earle (Halifax West), seconded by Mr. Stoffer (Sackville -- Eastern Shore), moved the following sub- amendment, -- That the amendment be modified by inserting after the words ``young Canadians'' the following:

    ``and more particularly, to women, the disabled, those eligible for survivor's benefits, and low-income Canadians,''.
