Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian Branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the meeting of the Cooperation and Development Committee, held in Geneva, Switzerland, from March 23 to 25, 1998. -- Sessional Paper No. 8565-361-52E.


Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian Branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the Conference on the Progress of Democratization in Africa, held in Libreville, Gabon, from March 30 to April 2, 1998. -- Sessional Paper No. 8565-361-52F.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Qu'Appelle), seconded by Mr. Stoffer (Sackville -- Eastern Shore), Bill C-420, An Act to amend the Bank Act, the Insurance Companies Act and the Trust and Loan Companies Act (repayment of a mortgage loan before the maturity of the loan), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Qu'Appelle), seconded by Ms. Lill (Dartmouth), Bill C-421, An Act to amend the Interest Act (interest payable on repayment of a mortgage loan before maturity), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The Order was read for the consideration at report stage of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts, as reported by the Standing Committee on National Defence and Veterans Affairs with amendments.

Mr. Chan (Secretary of State (Asia-Pacific)) for Mr. Eggleton (Minister of National Defence), seconded by Ms. Robillard (Minister of Citizenship and Immigration), -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), the Order was read for the third reading of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts.

Mr. Chan (Secretary of State (Asia-Pacific)) for Mr. Eggleton (Minister of National Defence), seconded by Ms. Robillard (Minister of Citizenship and Immigration), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That the Order referring Bill S-2, An Act to amend the Canadian Transportation Accident Investigation and Safety Board Act and to make a consequential amendment to another Act, to the Standing Committee on Transport be discharged and the said Bill stand referred instead to a Committee of the Whole; and

That the said Committee of the Whole be deemed to have considered the said Bill, reported progress thereon and been granted leave to consider the Bill at a future sitting.

The House resumed consideration of the motion of Mr. Eggleton (Minister of National Defence), seconded by Ms. Robillard (Minister of Citizenship and Immigration), -- That Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts, be now read a third time and do pass.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order or usual practice, the Minister of State and Leader of the Government in the House of Commons may introduce and propose first reading of a Bill intitled «An Act to amend the Parliament of Canada Act, the Members of Parliament Retiring Allowances Act and the Salaries Act» during Routine Proceedings on Thursday, June 11, 1998, and the said Bill shall be disposed of by the House as follows:

      1. Commencing at 3:00 p.m. that day, the said Bill shall be debated at the second reading stage and after not more than one hour of debate all questions necessary to dispose of the second reading stage of the Bill shall be put without further debate;
      2. Immediately after receiving second reading the said Bill shall be considered in a Committee of the Whole and after not more than thirty minutes of consideration in the Committee of the Whole, all questions necessary to dispose of the committee stage of the Bill shall be put without further debate;
      3. Immediately after being reported from the Committee of the Whole, the said Bill shall be concurred in at the report stage and shall be debated at the third reading stage and after not more than thirty minutes of debate all questions necessary to dispose of the third reading stage of the Bill shall be put without further debate;
      4. The motions for second reading, concurrence at the report stage and for third reading of the said Bill and the adoption of any clause or title of the Bill or any procedural motion necessary for the adoption of the Bill in Committee of the Whole shall be deemed to have been carried on division;

That the business to be considered under Government Orders on the morning of June 11, 1998, shall be the report stage of Bill C-38, An Act to amend the National Parks Act, followed by the third reading stage of Bill C-37, An Act to amend the Judges Act and to make consequential amendments to other Acts; provided that no later than 11:00 a.m. on that day, all questions necessary to dispose of the report stage of Bill C-38 shall be deemed to have been put and divisions thereon requested and deferred to 1:00 p.m. that day, and at 1:00 p.m. all questions necessary to dispose of the third reading stage of Bill C-37 shall be deemed to have been put and divisions thereon requested and deferred until immediately after completion of the divisions on Bill C-38; and

That, during consideration of Government Orders on that day, a Member may propose a motion with respect to the amendments made by the Senate to Bill C-410, An Act to change the name of certain electoral districts.

A message was received from the Senate informing this House that the Senate had passed the following Bill to which the concurrence of this House is desired:

The House resumed consideration of the motion of Mr. Eggleton (Minister of National Defence), seconded by Ms. Robillard (Minister of Citizenship and Immigration), -- That Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts, be now read a third time and do pass.

By unanimous consent, Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Anderson (Minister of Fisheries and Oceans), moved, -- That, in accordance with section 54(1) of the Act to extend the present laws of Canada that provide access to information under the control of the Government of Canada, chapter A-1 of the Revised Statutes of Canada, 1985, this House approve the appointment of the Honourable John M. Reid, P.C., as Information Commissioner.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Mills (Red Deer), seconded by Mr. Benoit (Lakeland), moved, -- That, in the opinion of this House, the government should seek majority support, through an official vote in the House of Commons, prior to committing a significant contingent of Canadian military personnel to an active military mission beyond the boundaries of Canada. (Private Members' Business M-380)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Anderson (Minister of Fisheries and Oceans), -- That, in accordance with section 54(1) of the Act to extend the present laws of Canada that provide access to information under the control of the Government of Canada, chapter A-1 of the Revised Statutes of Canada, 1985, this House approve the appointment of the Honourable John M. Reid, P.C., as Information Commissioner.

The Order was read for the third reading of Bill C-30, An Act respecting the powers of the Mi'kmaq of Nova Scotia in relation to education.

Ms. Robillard (Minister of Citizenship and Immigration) for Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Anderson (Minister of Fisheries and Oceans), moved, -- That the Bill be now read a third time and do pass.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Thursday, June 11, 1998, at l:00 p.m.


The House resumed consideration of the motion of Mr. Goodale (Minister responsible for the Canadian Wheat Board), seconded by Mrs. Stewart (Northumberland), -- That the amendments made by the Senate to Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts, be now read a second time and concurred in.

The debate continued.

Mr. Hill (Prince George -- Peace River), seconded by Mr. Benoit (Lakeland), moved, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

      "a Message be sent to the Senate to acquaint Theit Honours that this House agrees to amendments numbers 1 and 4, made by the Senate to B ill C-4, An Act to amend the Canadian Wheat Board Act, and this House agrees with the principles set out in amendments numbers 2, 3, and 5, but would propose the following amendment:
        That amendment 2 be amended by replacing all the words in section 3.09 (1) with the words "The president is appointed by the Govemor in Council on the recommendation of the board of directors and holds office during pleasure for the term that the board of directors may determine." and by replacing the word "Minister" in section 3.09(2) and 3.09(2)(a) with the word "board", and replace the word "board" in section 3.09(2)(a) with the word "Minister";
        That amendment 3 be amended by replacing all the words in the lirst paragraph with the words "Within two years after the day this section comes into force, the Auditor General of Canada shall commence auditing the accounts, financial transactions, information management systems and management practices of the Corporation for such fiscal years as the Auditor General considers appropriate and reports of those audits shall be made to the Corporation, the Minister and Parliament."; and
        That amendment 5 be amended by adding to section 5 the following: "(c) producer participation in the Canadian Wheat Board is voluntary."

The question was deemed put on the amendment and, pursuant to Order made Tuesday, June 9, 1998, the recorded division was deemed demanded and deferred until Thursday, June 11, 1998, at l:00 p.m.
