The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Milliken (Kingston and the Islands), Deputy Speaker and Chairman of Committee of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Transport of Bill S-2, An Act to amend the Canadian Transportation Accident Investigation and Safety Board Act and to make a consequential amendment to another Act.

Mr. Pettigrew (Minister of Human Resources Development) for Mr. Dion (President of the Queen's Privy Council for Canada), seconded by Ms. Robillard (Minister of Citizenship and Immigration), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read a second time and referred to the Standing Committee on Transport.


The Order was read for the consideration at report stage of Bill S-3, An Act to amend the Pension Benefits Standards Act, 1985 and the Office of the Superintendent of Financial Institutions Act, as reported by the Standing Committee on Finance without amendment.

Mr. Manley (Minister of Industry) for Mr. Peterson (Secretary of State (International Financial Institutions)), seconded by Ms. Robillard (Minister of Citizenshipand Immigration), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.
