A message was received from the Senate informing this House that the Senate had passed the following Bill to which the concurrence of this House is desired:

    Bill S-2, An Act to amend the Canadian Transportation Accident Investigation and Dafety Board Act and to make a consequential amendment to another Act

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Scott (Solicitor General of Canada), -- That Bill C-36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, be now read a third time and do pass.

The debate continued.

Mr. Crête (Kamouraska-Rivière-du-Loup-Témiscouata-Les Basques), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, be not now read a third time but be referred back to the Standing Committee on Finance for the purpose of reconsidering Clauses 2 to 46 creating the Canada Millennium Scholarship Foundation.»

Debate arose thereon.
