At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Lunn (Saanich -- Gulf Islands), -- That, in the opinion of this House, the government should: (a) develop, along with their provincial counterparts, a comprehensive National Head Start Program for children in their first 8 years of life; (b) ensure that this integrated program involves both hospitals and schools, and is modelled on the experiences of the Moncton Head Start Program, Hawaii Head Start Program, and PERRY Pre-School Program; and (c) ensure that the program is implemented by the year 2000. (Private Members' Business M-261)

The debate continued.

Mr. Stoffer (Sackville -- Eastern Shore), seconded by Mr. Godin (Acadie -- Bathurst), moved the following amendment, -- That the motion be amended by adding after the word ``counterparts'' the following:

    ``and leaders of aboriginal communities''

Debate arose thereon.

The question was deemed put on the amendment and, pursuant to Order made earlier today, the recorded division was deemed requested and deferred until the expiry of the time provided for Government Orders.

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), moved, -- That, in relation to Bill C-36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, not more than one further sitting day shall be allotted to the consideration of the report stage of the Bill and one sitting day shall be allotted to the third reading stage of the said Bill;

That, fifteen minutes before the expiry of the time ordinarily provided for government business on the day allotted to the consideration of the report stage and on the day allotted to the third reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the stage of the Bill then under consideration shall be put forthwith and successively without further debate or amendment.

      34.1 (1) Where the Foundation does not grant a scholarship to an applicant referred to in section 34 who meets the requirements mentioned in paragraphs 27(1)(a) to (d) or who is a person described in subsection 27(2), the applicant may appeal the Foundation's decision in accordance with the appeal process established by regulations made under subsection (2).
      (2) the Minister of Finance shall, not later than 90 days after the coming into force of this section, make regulations establishing an appeal process for the purposes fo subsection (1). the regulations shall come into force on or before the expiry of those 90 days.''

      ``(e) the names of the five highest paid employees and officers of the Foundation appointed under section 16 and the salary paid by the Foundation to each of these persons;
      (f) a summary of all individuals, and businesses that benefitted from contracts for professional services with the Foundation totalling more than $100,000;
      (g) any written statement referred to in subsection 168(7) of the Canada Business Corporations Act that has been requested and received by a person described in that subsection, from an auditor described in that subsection;
      (h) an executive summary of the findings of any internal audit that has been carried out at the request of the Board; and
      (i) such other information as may, by regulation, be prescribed by the Minister of Finance.''

    (a) by replacing line 11 on page 17 with the following:
      ``year and the next year;
    (b) by replacing line 13 on page 17 with the following:
      ``the granting of scholarships during the year; and
      (e) the number of students that were granted scholarships in the year, the name and location by province, of the eligible institutions in which each of those students were enrolled and the program of studies they were pursuing.''

Motion No. 48 of Mr. Brison (Kings -- Hants), seconded by Mr. Borotsik (Brandon -- Souris), -- That Bill C-36, in Clause 37, be amended by replacing lines 14 to 17 on page 17 with the following:

      ``37. Every five years after the coming into force of this Act, the Foundation shall cause a review and report to be made by a person who is independent of the Foundation of its activities and organization.''

      (4) A report under section 37 that is laid before each House of Parliament under subsection (2) shall be referred to such committee of the House of Commons as is established or designated to review matters related to human resources and education.''

      (b) the Foundation promises to pay to the government of the province the amount that the Foundation would otherwise have spent in the province in carrying out its objects and purposes; and
      (c) the provincial minister promises to use the amount referred to in paragraph (b) to address the particular needs of the province in terms of post-secondary education
      the Foundation shall cease to carry out its objects and purposes in the province.

(2) Within ten days after the signing of an agreement referred to in subsection (1), the Foundation shall pay to the government of the province the amount specified in the agreement.''

        ``(9) If at any time during a year for which a refund is sought two or more employers are associated, as defined by the regulations, they shall be considered a single employer for the purposes of subsections (6) to (8.3) and any refund shall be allocated to them in the prescribed manner.''

      (8.3) With respect to 1999 and 2000, the Minister shall refund to each employee the amount by which the total of all amounts paid by the employee as the employee's premium for each of these years exceeds 2% of the total of all insurable earnings received by the employee for each of these years.
      (8.4) the refunds provided for in this section are payable by the Minister within three months after the end of the year for which the premiums were deducted or payable.''

      59.2 (1) A person authorized under subsection (2) shall, as soon as possible after the end of the fiscal year carry out an audit of the books of account and records required to be kept by the council under subsection 59.1(1).
      (2) the Minister shall authorize a person in the Minister's department to carry out an audit under subsection (1).''

      P2000 is 1.4 times the premium rate for 2000.
        (8.31) For the purposes of subsection (8.3), designated persons means persons who have paid the employee's premium or the employer's premium in 2000.
        (9) If at any time during a year for which a refund is sought two or more employers are associated, as defined by the regulations, they shall be considered a single employer for the purposes of subsections (6) to (8.3) and any refund shall be allocated to them in the prescribed manner.''
