MINUTES OF PROCEEDINGS

Meeting No. 49

Tuesday, December 8, 1998

The Standing Committee on Public Accounts met in a televised session at 3:34 p.m. this day, in Room 253-D, Centre Block, the Chair, John Williams, presiding.

Members of the Committee present: Mark Assad, Serge Cardin, John Finlay, Ivan Grose, Mac Harb, Lynn Myers, Jerry Pickard and John Williams.

Acting Members present: Roy Bailey for Philip Mayfield, Gurmant Grewal for Jason Kenney.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Ron Thompson, Assistant Auditor General. From the Treasury Board of Canada - Secretariat: J. Colin Potts, Deputy Comptroller General; Richard Neville, Assistant Secretary and Assistant Comptroller General. From the Department of Finance: Peter DeVries, Director, Fiscal Policy.

The Chair presented the Ninth Report of the Sub-Committee on Agenda and Procedure which read as follows:

The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Thursday, December 3, 1998 and agreed to recommend the following:

THAT, after the Xmas recess, the Committee hold meetings in relation to the following chapters of the December 1998 Report of the Auditor General :

  1. Chapter 20 (Preparedness for Year 2000: Government-Wide Mission-Critical Systems);
  2. Chapter 25 (Transport Canada – Investments in Highways);
  3. Chapter 26 (Contracting for Professional Services: Selected Sole-Source Contracts);
  4. Chapter 27 (Grants and Contributions: Selected Programs in Industry Canada and Department of Canadian Heritage); and
  5. If time permits, Chapter 24 (Revenue Canada—International Tax Directorate: Human Resource Management).

On motion of Lynn Myers, it was agreed, - That the Ninth Report of the Sub-committee on Agenda and Procedure be concurred in.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of the Public Accounts of Canada 1998 and Chapter 9 (Reporting Government Financial Results: The importance of complying with objective accounting standards) of the April 1998 Report of the Auditor General of Canada.

L. Denis Desautels made an opening statement.

On motion of Lynn Myers, it was ordered, - That the documents submitted by the Auditor General and identified as "Annex A" and "Annex B" be taken as read and published with the evidence of today's meeting.

J. Colin Potts made an opening statement.

The witnesses answered questions.

At 5:03 p.m., the Committee adjourned to the call of the Chair.
