Meeting No. 45

Thursday, November 19, 1998

The Standing Committee on Public Accounts met in a televised session at 3:35 p.m. this day, in Room 253-D, Centre Block, the Chair, John Williams, presiding.

Member(s) of the Committee present: Mark Assad, John Finlay, Ivan Grose, Mac Harb, Steve Mahoney, Philip Mayfield, Lynn Myers, Beth Phinney, Jerry Pickard, Charlie Power and John Williams.

Acting Member(s) present: René Laurin for Serge Cardin.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witness(es):From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; David Rattray, Assistant Auditor General; From the Revenue Canada: David W. Miller, Assistant Deputy Minister; Kathy Turner, Director General; From the Human Resources Development Canada: Hy Braiter, Senior Assistant Deputy Minister; Bob Nichols, Director; Jacques Bourdages, Associate Director.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 16 (Management of the Social Insurance Number) of the September 1998 Report of the Auditor General of Canada.

Denis Desautels, David Miller and Hy Braiter made statements, and with the other witnesses, answered questions.

On motion of Lynn Myers, it was agreed - That the motion adopted by the Committee on October 6th, 1998 be amended to read "Eight (8) members including four (4) members of the government and four (4) members of the opposition" in relation to the Committee's proposed travel to Canberra and Perth, Australia to attend the Fifth Biennial Conference of the Australasian Council of Public Accounts Committees and that the Clerk be instructed to amend the budget accordingly.

At 4:03 p.m., Lynn Myers took the Chair.

At 5:15 p.m., the Committee adjourned to the call of the Chair.
