MINUTES OF PROCEEDINGS

(Meeting No. 2)

Wednesday, October 8, 1997

The Standing Committee on Public Accounts met at 3:35 o’clock p.m., this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Mark Assad, André Bachand, Sue Barnes, Elinor Caplan, Odina Desrochers, Mac Harb, Gurmant Grewal, Ivan Grose, René Laurin, Steve Mahoney, Philip Mayfield, Lynn Myers, Rey Pagtakhan, Andrew Telegdi and John Williams.

In attendance: From the Library of Parliament: Brian O’Neal, Research Officer, Research Branch.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of routine motions for the conduct of its business.

René Laurin, seconded by Rey Pagtakhan, moved, - That the Sub-Committee on Agenda and Procedure be composed as follows: the Chair, the two Vice-Chairs, an additional Liberal member and a member from each of the other three (3) parties.

After debate, the question being put on the motion, it was, by a show of hands, agreed to: Yeas: 10; Nays: 1.

On motion of Lynn Myers, it was agreed, - That the Committee retain the services of one or more research officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

On motion of Philip Mayfield, it was agreed, - That the Chair be authorized to hold meetings to receive evidence when a quorum is not present provided that at least five (5) members are present including three (3) government members and two (2) members of the opposition.

Andrew Telegdi moved, - That the witnesses be given five (5) minutes to summarize their opening statements which will be appended to that day’s evidence and, that during the questioning of the witnesses, there be allocated eight (8) minutes for the first questioner of each party and that thereafter four (4) minutes be allocated to each subsequent questioner, at the discretion of the Chair.

René Laurin moved, - That the motion be amended by changing the numbers "eight (8)" and "four (4)" to "ten (10)" and "five (5)".

After debate, the question being put on the motion of René Laurin, it was, by a show of hands, negatived : Yeas: 2; Nays: 10.

And the question being put on the motion of Andrew Telegdi, it was, by a show of hands, agreed to : Yeas: 9; Nays: 3.

At 4:27 o’clock p.m., the Committee adjourned to the call of the Chair.
