MINUTES OF PROCEEDING
(Meeting No. 9)

Thursday, November 20, 1997.

The Standing Committee on Natural Resources and Government Operations met at 11:00 o’clock a.m., this day, in room 371, West Block, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Gilles Bernier, David Chatters, Roy Cullen, Raymonde Folco, Ovid L. Jackson, Jerry Pickard, Carmen Provenzano, Ben Serré, Darrel Stinson, Brent St. Denis and Bob Wood.

Acting Members present: René Canuel for Jocelyne Girard-Bujold.

In attendance: From the Research Branch of the Library of Parliament: : Jean-Luc Bourdages, Research Officer.

Witnesses: From the Coal Association of Canada: Donald O. Downing, President; K.G. Crane, Director, Environmental Services, Luscar Limited; B. Martens, Manager, Environmental Services, Manalta Coal Limited. From the Canadian Electricity Association: Roy G. Staveley, Vice-President, Public Affairs & Environment; Pierre Guimond, Senior Advisor, Government Relations. From the Canadian Wood Council Kelly McCloskey, President. From Natural Resources Canada: Mike Cleland, Assistant Deputy Minister, Energy Sector; W.D. Jarvis, Director General, Energy Efficiency Branch; Frank R. Campbell, Director, CANMET.

In accordance with its mandate under Standing Order 108(2), an examination of the issues surrounding the Kyoto Conference on Climate Change.

The witnesses made statements and answered questions.

At 12:08 o'clock p.m., the sitting was suspended.

At 12:10 o'clock p.m., the sitting resumed.

At 1:05 o’clock p.m., the Committee adjourned to the call of the Chair.
